COUNTY COMMISSION MINUTES

The Nodaway County Commission met in regular session Tuesday, Nov. 12.

In attendance were Presiding Commissioner Bill Walker, North District Commissioner Chris Burns, South District Commissioner Robert Stiens and County Clerk Melinda Patton.

• Approvals and requisitions: Approved Schraeder Law Firm invoice; Inventory Transfer/Disposal forms. Sheriff: Delberts Garage for repairs, American Electric for jail lights.

• Review of mail and email: Sheriff’s October 2019 report; Extension October 2019 expense report.

• The commission reviewed and signed the official Designation of Delegate form for the Missouri Association of Counties Annual Conference.

• A donation was received from Jack Horner’s Machinery for the NW Regional Commissioner’s meeting.

• Building maintenance issues discussed were issues with a toilet in the second-floor men’s restroom at the Administration Center and at the women’s restroom at the courthouse. A call was made to Proctor Plumbing Service regarding the courthouse restroom. Patton reported the slide bolts were installed on the west door of the north set of doors at the Administration Center. Maryville Glass and Lock also worked on the window in the assessor’s office

• Took a call from Angela Crane with Marhofer Renewable regarding licenses needed for working on wind tower locations.

• Recommended updates to the employee handbook were approved. The new handbooks will be distributed before the years’ end.

• A call was received from Brad Florea with questions regarding Community Development Block Grant paperwork. He was referred to Jerri Dearmont at Northwest Missouri Regional Council of Governments.

The Nodaway County Commission met in regular session Thursday, Nov. 14.

In attendance were Presiding Commissioner Bill Walker, North District Commissioner Chris Burns, South District Commissioner Robert Stiens and County Clerk Melinda Patton.

• Approvals and requisitions: Approved Inventory Transfer/Disposal forms. Sheriff: Arnold Plumbing for water cooler and install to jail; Treasurer: Pitney Bowes for postage.

• Ed Walker, Road and Bridge Supervisor, discussed the progress of various county projects. Kevin Bell, CAT dealer representative, discussed with E. Walker and the commission, trade in costs for a Dozer D5. The commission and E. Walker compared this quote with the John Deere quote received via email.

• The commission continued discussion on the Memorandum of Understanding (MOU) regarding the consolidated 911 system with Robert Rice, Prosecuting Attorney. Commission also reviewed Revenue and Expense reports (to-date) for the County 911 program. Randy Strong, Sheriff, along with Captain Scott Wedlock, Rex Wallace, Assessor and Marilyn Jenkins, Treasurer/Collector discussed the MOU. A call was placed to both Rick Watson, Henry County Clerk and Dr. Kenn Scott, Board Chairman of the Consolidated 911 Center for Henry County and City of Clinton to discuss their set up and operations.

• Damon Miles, Laborers’ International Union of North America, Organizer of the Midwest Region Organizing Committee, stopped in to introduce himself.

• Aaron McVicker and Mitch Gibler, McClure Engineering representatives, discussed their company.

• The Commission discussed the responsibilities of the Facility Maintenance Technician.

• The Commission signed the Cafeteria Plan Document with Gallagher Benefit Services, for the upcoming program year. 

• The Commission inspected a bridge and tube on Road #250 and looked at Road #120 all in Union Township.

In attendance were Presiding Commissioner Bill Walker, North District Commissioner Chris Burns, South District Commissioner Robert Stiens and County Clerk Melinda Patton.

• Approvals and requisitions: Approved Inventory Transfer/Disposal forms; Invoices to Jim Proctor for plumbing services; Invoice from Thomson Reuters-West. Road and Bridge: Ed Walker for DOT physical reimbursement; Prosecuting Attorney: CIS LLC for November and December investigator time; County: MTE for equipment.

• Review of mail and email: October 2019 Investment Report; Public Service Commission of Every Metro, Inc.; October 2019 Summary of Settlement; MEI routine maintenance receipts.

• Ed Walker, Road and Bridge Supervisor, discussed the progress of various county projects. Ben Aldridge, Murphy Tractor and Equipment, spoke with the commission on the dozer quote he had provided.

• A call to Elaine Wilson, Circuit Clerk regarding the audio-visual system in the courtroom. It was discovered that it was not working due to the lightning strike in August. An issue with the water bill at the courthouse was discussed. The elevators had inspections but could not be completed until the phones are completely operational.

• Hilary Edwards with Willdan reported findings back to the commission for the courthouse. Edwards reported that there would not be enough of a substantial energy savings to make a project worthwhile. Edwards discussed the cost of new ground source heating or air source BRF. 

• Robert Cole, Strategic Construction Solutions, a sub-contractor for Enel called to inquire on any permits needed while working at the White Cloud Wind Project.

• The final draft of the updated Personnel Handbook was signed off on by the commission. Updated copies will be given to employees in mid-December.

• The Commission spoke with Regina Dredge with State Emergency Management Agency regarding status updates on bridges.

• The invitations and agenda for the Northwest County Commissioners meeting were approved and emailed/mailed to the other 22 counties.

In attendance were Presiding Commissioner Bill Walker, South District Commissioner Robert Stiens and County Clerk Melinda Patton. North District Commissioner Chris Burns was absent.

• Approvals and requisitions: Sheriff: Graves Food, Hy-Vee and Falls City Mercantile for inmate food.

• Review of mail and email: Northwest Newsflash; MOPERM Auto Loss Notice (vehicle NC712)

• Ed Walker, Road and Bridge Supervisor, discussed the progress of various county projects.

• Melinda Patton gave an update on United Fiber porting the phones over.  

• A call was put into Brenda Dougan, Superintendent at Northeast Nodaway regarding Road #456 in Jackson Township.

• BRO-074(61), engineered by Snyder and Associates, was reviewed and signed Local Public Agency Services No. 3.

• The Commission toured roads within the footprint of both White Cloud Wind project and Clear Creek Wind project.

• Rex Wallace, assessor, discussed the 2020-2021 Maintenance Plan deadline. He is waiting on the Commission for information.

• Jeff Cordell, Green Township called regarding bridges to be considered for 2020.

• Sheriff Randy Strong and Captain Scott Wedlock discussed budget questions and further discussed the Consolidated 911.
