COMMISSION MINUTES

The Nodaway County Commission met in regular session Thursday, Oct. 17.

In attendance were Presiding Commissioner Bill Walker, North District Commissioner Chris Burns, South District Commissioner Robert Stiens and County Clerk Melinda Patton.

Business before the governing board included:

• Approvals and requisitions: Inventory transfer, disposal forms. Sheriff to Falls City Mercantile, Graves Food and HyVee for inmate food and supplies; Road and Bridge to Murphy Tractor for dozer repair.

• Review of mail and email: Extension expense reports for August and September; MFA, Certificate for Government or Nonprofit Educational Organizational use; September Summary of Settlement.

• Ed Walker, Road and Bridge Supervisor, discussed the progress of various county projects.

• The Commission, along with Patton, Marilyn Jenkins, Collector/Treasurer, Rex Wallace, Assessor and Ed Walker, Road and Bridge Supervisor met with Tammy Carter, H.R. Director to review the personnel handbook and make changes. Carter will update with recommended changes and send an updated version out to office holders for a final review.

• Jeri Dearmont, Northwest Missouri Regional Council of Governments opened sealed bids regarding Community Development Block Grant Bridge Bid, in the presence of the Commission, E. Walker, Patton and Russ Placzek of Oden Enterprises. Bids were received from Viebrick Construction, Oden Enterprises, Railroad Yard, Allen Ready Mix Concrete, Inc. and Loch Sand & Construction Co. No bids were awarded. Dearmont will need to confirm with the CDBG office that bids are in compliance. A letter was drafted, signed and sent to Amy Barnhill with Missouri Department of Economic Development regarding the bids received.

The Nodaway County Commission didn’t meet on Tuesday, October 22, due to training.

The Nodaway County Commission met in regular session Thursday, Oct. 24.

In attendance were Presiding Commissioner Bill Walker, North District Commissioner Chris Burns, South District Commissioner Robert Stiens and County Clerk Melinda Patton.

• Approvals and requisitions: Sheriff to MVE for equipment; Commission to Bob’s Telephone and Northwest Audio, LLC for repair work from lightning strike.

• Review of mail and email: Invite to Northwest Missouri State University Forever Green Campaign Kick-off; CERF information meeting and Request from Merle Whiteside.

• Ed Walker, Road and Bridge Supervisor, discussed the progress of various county projects.

• Jeri Dearmont, Northwest Missouri Regional Council of Governments, submitted a correction regarding the Community Development Block Grant bridge bid to Oden Enterprises re-bar bid for Bridge #044501. No change was made to the actual bid price, but the addition of the two prices was incorrect.  This addition correction to the total was an increase by $1.41, but still kept them at low bid.

• The commissioners reviewed the timeline and made contact with presenters regarding the Northwest Missouri County Commissioner Association meeting.

• Regarding building maintenance Eric Couts, Premier Homes, was contacted for pricing to apply heat tape on pipes and the railing on the east set of exterior steps to the courthouse needs to be looked at. The west door on the north side of the Administration Center has been sprung by the wind again. A message was left for Greg Fisher, Maryville Glass and Lock, to discuss the window in the assessor’s office.

• Sheriff Randy Strong brought in an updated vehicle list for discussion

• Jeremy Price, Enel - White Cloud Wind Project Permitting and Licensing Specialist, sent a follow-up email summarizing a discussion from October 15 and formalizing the Road Maintenance Amendment request. The commission gave permission to proceed with the amendment. Price is waiting for a decision from MoDOT.

• A call was taken from a citizen with concerns about a washout at Bridge #32 in Lincoln Township. Ed Walker will look into this.

• The commission, along with Melinda Patton, HR Director Tammy Carter, and Collector, Treasurer Marilyn Jenkins, met with Sally Tatro to go through insurance renewal information.

• A call was made to Regina Dredge, Planner II with Federal Emergency Management Agency, to get status updates.

The commission inspected the progress on Bridge #198 and Reconstruction Road #183 was approved for gravel. Both are in Independence Township.
