COMMISSION MINUTES

The Nodaway County Commission met in regular session Tuesday, Dec. 31.

In attendance were Presiding Commissioner Bill Walker, North District Commissioner Chris Burns, South District Commissioner Robert Stiens and County Clerk Melinda Patton.

Business before the governing board included:

• Review of mail and email: Email from Missouri Association of Counties (MAP) regarding Stand-Up Rally

• Ed Walker, Road and Bridge Supervisor, discussed the progress of various county projects.

• Melinda Patton submitted the August expense and revenue budget reports for review.

• The commission inspected many of the roads within the Tenaska Clear Creek Wind Project and visited building sites. They also spoke with a resident that lives within the project’s footprint who had some issues.

• A call was received from Aaron McVicker with McClure Engineering who discussed bridge engineering with the commission.

• Sheriff Randy Strong and Captain Scott Wedlock dropped off their budget information for Fiscal Year 2020 and reviewed several of the line items with the commission. Strong and Wedlock scheduled a return visit for Thursday, Jan. 2 to review some of the changes they have made.

• A call was made to claim adjuster, Kasey White to discuss continued lightning damage issues.

In attendance were Presiding Commissioner Bill Walker, North District Commissioner Chris Burns, South District Commissioner Robert Stiens and County Clerk Melinda Patton.

Business before the governing board included:

• Approvals and requisitions: Recorder Fee Report for December 2019; Clerk Fee Report for December 2019.

• Ed Walker, Road and Bridge Supervisor, discussed the progress of various county projects. Walker gave updates on the FEMA meeting from Tuesday the 31st with Fardiss Ettehad.

• The Commission met with Pete Piland of Cintas regarding the contract for linen service at the Courthouse and Administration Building. Contracts for both buildings were signed. Discussion of current provider’s services were also discussed. Patton sent an email to AmeriPride regarding invoicing issues.  

• Sheriff Randy Strong presented budgetary requests for the Sheriff’s Department, jail and E-911. 

• Sealed bids were provided by Decker Construction, Brookfield Bridge and C&C Bridge and Concrete regarding BRO bridges. Andy Macias of Snyder and Associates opened the bids and presented to the Commission. Apparent low bid was C&C Bridge and Concrete.  Snyder and Associates will review all three bids and make a recommendation to the Commission.

• Andy Macias and Cazes Johnson, Snyder and Associates, gave status updates on softmatch bridge(s) and other projects.

In attendance were Presiding Commissioner Bill Walker, North District Commissioner Chris Burns, South District Commissioner Robert Stiens and County Clerk Melinda Patton.

Business before the governing board included:

• Approvals and requisitions: Assessor’s Quarterly Report (October-December, 2019); Invoice to Nodaway News Leader; personnel sick leave request. Road and Bridge to Ed Walker for reimbursement; Gray Oil for fuel.

• Review of mail and email: Workforce Development Board emails and November financials;Email from DNR regarding Historic Courthouse Grant program;Evergy Missouri West, Inc. Public Service Commission.

The Commission hosted the quarterly meeting for office holders with the following in attendance: Bob Stiens, Bill Walker, Chris Burns, Randy Strong, Marilyn Jenkins, Lisa Nickerson, Diane Thomsen, Doug Thomson, Rex Wallace and Melinda Patton. Office holders gave updates to activities and issues within their respective offices. The next quarterly meeting will be April 2, 2020.

Deputy appointments for Christie Swinford, Jay Piearson, Leona Remus, Vera Wilmes, Sadie Poe, Lorraine O’Donnell, Angie Cordell and Shirley Schmidt were approved by the Commission.

• The Commission reviewed and signed the Promulgation Statement for the State Emergency Management Agency.

• The Commission, along with Patton and Jenkins, reviewed and discussed budget requests.

In attendance were Presiding Commissioner Bill Walker, North District Commissioner Chris Burns, South District Commissioner Robert Stiens and County Clerk Melinda Patton.

Business before the governing board included:

• Approvals and requisitions: Assessor’s Fee Report (December, 2019); Road and Bridge to Oden’s for H-pile, to Metal Culvert for pipe; Recorder of Deeds to Recorder’s Association of Missouri for training; Sheriff to Meyer Auto for vehicle purchase.

• Review of mail and email: FY20 Budget request from Nodaway County Economic Development

• The Commission met with Fardiss Ettehad, FEMA, Ed Walker, Road and Bridge Supervisor, Mitch Gibler and Bhooshan Karnik of McClure Engineering regarding Road #457 in Jackson Township. The Commission signed an Agreement for Professional Services with McClure Engineering.

• The Commission, along with Melinda Patton and Marilyn Jenkins, reviewed and discussed FY2020 budget requests.

• A letter to MODOT was signed and sent on to Andy Macias, Snyder and Associates, to include in a packet for bid information for BRO Bridge B074(61).

• The Commission spoke with a representative from ABK Fire & Safety regarding the scheduling of the fire extinguisher inspections

• The Commission inspected Road #886 and two tubes on Road #883 all in Hughes Township.
